Nearly a decade ago, I released my influential book “Impact & Excellence: Data-Driven Strategies for Aligning Mission, Culture, and Performance in Nonprofit and Government Organizations” (Jossey Bass, 2014). My mission with this book was to share my years of research and experience helping social sector organizations use data to solve complex social problems. Based on my two decades of experience working alongside organizations to help them better use strategic metrics aligned with their mission and adopt result-based accountability approaches to solve complex social problems, I was conflicted when I read “Why Nonprofit-Government Partnerships Sometimes Flounder” by David Campbell.
I resonated with some of the findings presented in the article which are also highlighted in David Campbell's "Democracy's Hidden Heroes: Fitting Policy to People and Place." I’ve been strongly advocating for both government and nonprofits to adopt measurement cultures that align mission, culture, and performance, which dovetails with Campbell's exploration of how local public managers and nonprofit directors should be mindful of the complex interplay between bureaucratic mandates and community-specific needs. We both champion the idea that effective policy and organizational success hinge on understanding and adapting to the unique contexts in which they operate. Our shared perspective underscores the importance of tailored approaches over one-size-fits-all solutions in the pursuit of societal impact and excellence.
At the same time, I find myself at odds with the themes presented in Campbell's work, as research has shown that nonprofits and governments who adopt a measurement culture that values data and outcomes outperform their peers. My findings stand in contrast to Campbell's narrative that states the “key reason public and non-profit partnerships fail is because of the widely used strategies for improving and tracking the impact of these services, commonly called “results accountability.” This divergence in viewpoints underscores a fundamental debate in the social sector: the balance between the importance of data-driven accountability and the fluidity of grassroots innovation.
From my experience, both can exist at the same time. Successful businesses are extremely focused on key performance indicators and yet adapt quickly to new information. We’ve witnessed hundreds of nonprofit and government leaders overcome the challenges to impact measurement which led to tremendous success adopting high-performance, data-driven cultures while remaining flexible to the community’s needs. After decades of research and discovering findings similar to Campbell, I was unsatisfied with resigning to the fact that nonprofits can’t capture metrics that align with the most important parts of their work because it’s cost prohibitive.
